The Roscommon County Board of Commissioner’s met on Wednesday, March 12, 2008 for a regular meeting.  Chairman Mead called the meeting to order at 10:00 A.M.

 

Roll Call:  Ayes:  Nellist, Mead, Schneider, Milburn, Souder.

            1.         Moved by Souder, seconded by Milburn to approve the agenda as

                        presented.  On roll call:  Ayes:  Nellist, Mead, Schneider, Milburn,

                        Souder.  Nays:  None. Motion carried.

 

 

            2.         Moved by Nellist, seconded by Schneider to approve Board of

                        Commissioner’s Meeting Minutes of February 13 and 27, 2008.

                        On roll call:  Ayes:  Souder, Milburn, Schneider, Mead, Nellist.

                        Nays: None.  Motion carried.

 

Visitor

Steve LeMire spoke regarding Cpl. Daniel Pinch and Correctional Officer R.J. Frydrych’s response to the water leak between the Courthouse and the County building on the evening of January 30, 2008.  The quick response and good sense of these Officer’s averted the possibility of a major disaster.  These officers were awarded

plaques for their conduct.

 

            3.         Moved by Milburn, seconded by Nellist to approve Class A bills.

                        On roll call:  Ayes:  Nellist, Mead, Schneider, Milburn, Souder.

                        Nays:  None.  Motion carried.

 

            4.         Moved by Milburn, seconded by Schneider to approve Claims

                        and Accounts.  On roll call:  Ayes:  Souder, Nellist, Mead, Schneider,

                        Milburn.  Nays:  None.  Motion carried.

 

Controller’s Report – Discuss Stipend and cost of the future expenses.

 

            5.         Moved by Schneider seconded by Nellist to approve Treasurer’s

                        report ending on February 29, 2008 as presented.  On roll call:

Carrie Perialas reported to Commissioner’s that the Roscommon, Gerrish-Higgins

schools made State Finals at the Quiz Bowl. Televised on Public T.V.

 

            6.         Moved by Mead, seconded by __________ to pay the remaining

                        35hour/week full time hourly and appointed employees the one

                        time stipend of $2,000.00.  This payment is in lieu of working

                        37.5 hours in 2008 and 40 hours in 2009 as reflected in the union

                        contract that expires on December 31, 2008.    FAILED FOR

                        LACK OF SUPPORT.

 

            7.         Moved by Nellist, seconded by Milburn to pay the remaining

                        35 hour/week full time hourly and appointed employees the

                        one-time stipend of $1,690.00.  This payment is in lieu of working

                        37.5 hours in 2008 and 40 hours in 2009 as reflected in the union

                        contract that expires on December 31, 2008.  On roll call:  Ayes:

                        Nellist, Mead, Milburn.  Nays:  Schneider, Souder.  Motion carried.

 

            8.         Moved by Nellist, seconded by Milburn to approve the attached

                        Proclamation to honor our local volunteers and the American

                        Red Cross during “March is Red Cross Month” as presented and

                        authorize Chairman, Larry D. Mead to sign.

                       

March is Red Cross Month

 

                        Each year during the month of March we formally recognize the

                        American Red Cross and its essential humanitarian role in Roscommon

                        County.  We honor the role of the Red Cross’s contribution to making

                        Roscommon County a better place.  Every day, Red Cross volunteers

                        and employees carry out the mission by providing essential

                        services to people in their communities with the help of generous

                        donors in Roscommon County.

                       

                        For more than 90 years, Roscommon County Residents have relied

                        on the expertise of the American Red Cross in disaster relief.  Each

                        year, Roscommon County volunteers respond to an estimated 7

                        disasters including house or apartment fires, hurricanes, and other

                        natural and human caused disasters.

 

                        The American Red Cross in Roscommon County makes every effort

                        to save lives long before tragedy strikes by helping individuals and

                        entire communities learn to prepare for disasters.  It prepares people

                         to save lives through first aid and CPR training, water safety, and

                        use of automated external defibrillators (AEDs) to save victims

                        of sudden cardiac arrest.  Over the past year, nearly 485 people

                        have enrolled in American Red Cross of Health and Safety Courses

                        in Roscommon County.

 

                        Under its charter, the American Red Cross is entrusted with

                        providing volunteer aid in time of war to the sick and wounded

                        of the armed forces.  Staff members deploy with our Armed

                        forces to provide emergency communications and a caring

                        presence to service men and women separated from their families.

                        The American Red Cross in Roscommon has sent 13 emergency

                        messages to active duty personnel and their families, the American

                        Red Cross also reaches out to the members of the National Guard

                        and Reserves and their families who reside in nearly every

                        community in Roscommon County.

 

                        Without the help of the American Red Cross volunteers, the

                        American Red Cross would not be able to fulfill the

                        humanitarian mission that is the cornerstone of the organization.

                        We are grateful for the tireless work of the volunteers and

                        employees of the American Red Cross in Roscommon County

                        and during this month, we pay tribute to this remarkable

                        organization and all those who have answered the call to

                        serve a cause greater than self and offered support and healing

                        in times of need.

 

                        NOW, THEREFORE, the Roscommon County Board of

                        Commissioner’s, by virtue of the authority vested in me

                        by the Constitution and laws of Michigan do hereby proclaim

                        March 2008 as American Red Cross Month.  Especially during

                        this extraordinary time for our country, I encourage all Americans

                        to support this organization’s noble humanitarian mission.

 

                        IN WITNESS WHEREOF, I Have hereunto set my hand this

            9.         Moved by Nellist, seconded by Schneider to approve Resolution

                        to recognize the annual Roscommon County Fair Beauty Pageant

                        as the official beauty pageant of the County of Roscommon as

                        presented and authorize Chairman, Larry D. Mead to sign. 

 

  RESOLUTION TO RECOGNIZE THE ANNUAL ROSCOMMON

COUNTY FAIR BEAUTY PAGEANT

 

                        WHEREAS, the Roscommon County Fair encompasses the entire

                        geographical area of Roscommon County, and;

 

                        WHEREAS, it is determined to be in the best interest of the

                        County of Roscommon to recognize the special attributes and

                        accomplishments of the citizens therein, and;

 

                        WHEREAS, realizing that the Roscommon County Fair Beauty

                        Pageant wishes to assist the best of the best young ladies of our

                        County in achieving the highest goals to which they may desire

                        to strive, and;

 

                        NOW THEREFORE BE IT RESOLVED, we the governing

                        Commissioners of the County of Roscommon do hereby

                        recognize the annual Roscommon County Fair Beauty Pageant

                        as the official beauty pageant of the County of Roscommon.

 

                        On roll call:  Ayes:  Milburn, Mead, Souder, Schneider, Nellist.

                        Nays:  None.  Motion carried.

 

Larry Paxton, Road Commission Manager spoke regarding DNR, MSP and Sheriff will draft a plan for ORV’s meeting on March 13, 2008 and also asset management

committee – 5 yr. plan.

 

            10.       Moved by Milburn, seconded by Schneider to adjourn meeting.
