The Roscommon County Board of Commissioner’s met on Wednesday, April 23, 2008 for a regular meeting.  Chairman Mead called the meeting to order at 10:00 A.M.

 

Roll Call:  Nellist, Mead, Milburn, Souder.

Absent:  Schneider.

 

The Pledge of Allegiance was recited.

            1.         Moved by Nellist, seconded by Milburn to approve the agenda as presented with

                        the L’4024 signed and Road Commission regarding change in benefit package.

            3.         Moved by Nellist, seconded by Milburn to adopt the attached Resolution and

                        authorize Chairman, Larry D. Mead, Equalization Director, John W. Clark, Sr.

                        and Clerk, Ann Bonk to sign warrants and the L-4024’s for 2008 as presented.

 

RESOLUTION

                        The Honorable members of the Board of Commissioner’s, County of

                        Roscommon,  Michigan, hereby certify that the assessment rolls of the

                        Townships and the Village have been examined and we find the rolls

                        relatively equal as equalized.

 

                        We recommend that the valuations be equalized on taxable property, by class, in

                        Roscommon County, for the year 2008 in compliance with Sections 209.5 and

                        211.34 MCL of 1948 as amended, and in accordance with the equalization

                        certificates.

 

                        On roll call:  Ayes:  Milburn, Mead, Souder, Nellist.

                        Nays:  None.  Motion carried.

 

Pete Injasoulian, Houghton Lake Schools spoke to commissioner’s regarding Houghton Lake Bonding Issue. 

Tom Dale, Gerrish Higgins School Board and  High School students talked about the Gerrish Higgins bond issue.

 

            4.         Moved by Nellist, seconded by Milburn to adopt the following language for the            

                        August 5, 2008 Primary Election in regards to the Renewal of the Roscommon

                        County Road Patrol Mileage as presented. 

RENEWAL ROAD PATROL MILLAGE

                        Shall the previous voted increases in the tax limitations imposed under Article IX,

                        Sec.6 of the Michigan Constitution within Roscommon County, of 1.0000 mills

                        ($1.00 per $1,000 of taxable value), reduced to 0.9697 mills ($0.97 per $1,000

                        taxable value) by the required millage rollbacks, be renewed at and increased

                        up to the original voted 1.0000 mills ($1.00 per $1,000 of taxable value) for a

                        period of five (5) years, 2009 through 2013 inclusive, to operate and maintain

                        twenty-four hour Roscommon County Sheriff’s Department Road Patrol; and

                        shall the county be authorized to levy such millage for said purposes, raising in

                        the first year an estimated $1,300,000?

                        On roll call:  Ayes:  Milburn, Mead, Souder, Nellist.  Nays:  None.  Motion

                        carried.

 

            5.         Moved by Nellist, seconded by Souder to authorize Chairman, Larry D. Mead to

                        sign Letter of Understanding between Roscommon 911 Central Dispatch and

                        Roscommon County Board of Commissioner’s in regards to Section 9.9.1 on

                        Page 13 – Pager Incentive.  This letter is to clarify language concerning

                        “all paid hours earned will be counted to calculate eligibility for overtime

                        payment.”  On roll call:  Ayes:  Nellist, Mead, Milburn, Souder.  Nays:  None.

                        Motion carried. 

 

            6.         Moved by Milburn, seconded by Souder to adopt the following language for

                        the August 5, 2008 Primary Election in regards to the additional increase for

                        the Commission on Aging millage as presented. 

                        COUNCIL ON AGING/SENIOR SERVICES MILLAGE.

                        Shall the limitation imposed under Article IX, Sec. 6 of the Michigan

                        Constitution on general ad valorem taxes within the County of Roscommon

                        be increased by .50 mills (.50 cents per $1,000 of taxable value)  for the

                        period of 2008 through 2015 inclusive for the purpose of providing

                        operating funds for Roscommon County Commission on Aging to

                        support the following programs for the senior citizens of Roscommon

                        County:  Home Delivered Meals, Congregate Meals, Homemaking,

                        Personal Care, Respite Care, Chore Services, Prescription Drug Assistance

                        Telephone Reassurance, Senior Safety and social and educational programs?

                        And, shall the county be authorized to levy such millage for said purposes

                        raising in the first year an estimated $650,000?

                        On roll call:  Ayes:  Souder, Milburn, Mead, Nellist.  Nays:  None.  Motion

                        carried.

 

            7.         Moved by Milburn, seconded by Souder to change county phone lines, excluding

                        the Sheriff Department and E-911 from Winn Telecom to Metropolitan

                        Telecommunications and authorize Chairman, Larry D. Mead to sign 24-

                        month contract. On roll call:  Ayes:  Nellist, Mead, Milburn, Souder.  Nays:

                        None.  Motion carried.

                       

            8.         Moved by Nellist, seconded by Mead to allow the R.C.R.C. to change their

                        benefit package for the 3 elected Commissioner’s  to a PPO10  with $1500.

                        Flex Plan.  On roll call:  Ayes:  Nellist, Souder, Milburn, Mead.  Nays:  None.

                        Motion carried.

 

            9.         Moved by Milburn, seconded by Nellist to adjourn meeting.  On roll call:  Ayes:

                        Nellist, Mead, Milburn, Souder.  Nays:  None.  Motion carried.
