The Roscommon County Board of Commissioner’s met on Wednesday, February 25, 2009 for a regular meeting.  Ann M. Bonk, County Clerk called the meeting to order

at 10:00 A.M.

 

The Pledge of Allegiance was recited.

 

Roll Call:  Melvin, Milburn, Stephan.  Absent:  Nellist, Schneider.

 

Also Present:  Lois Byrd, Economic Development;  Herb Weatherly;  Lowell Souder;  Jackie Bertsch;  Jeff Patrus, Herald News;  Steve LeMire, Sheriff’s Dept.;  Lucille

            1.         Moved by Stephan, seconded by Melvin to appoint Mark Milburn as

                        temporary Chairman for the 2-25-2009 meeting.  Ayes:  Unaminous

                        votes cast.

                       

            2.         Moved by Stephan, seconded by Melvin to approve the agenda as

                        presented with the addition of add motion to approve Mead and Pappas

                        to receive the same supplemental insurance as current Road Commission

                        Retirees.  On roll call:  Ayes:  Melvin, Milburn, Stephan.  Nays:  None.

                        Motion carried.

 

            3.         Moved by Melvin, seconded by Stephan to approve 1-28-2009 minutes

                        as amended and add addition of discussion with Larry Mead.  On roll

                        call:  Ayes:  Melvin, Milburn, Stephan.  Nays:  None.  Motion carried.

Review of Monthly Reports – Juvenile Detention;  E-911 Emergency Management

 

4.         Moved by Milburn, seconded by Melvin to adopt revised Rules of Order

                        for the Board of Commissioner’s  dated Fedbruary 25, 2009. Number 5

                        be removed “or delete”.   Remaining rules remain the same.  On roll call:

                        Ayes:  Melvin, Milburn, Stephan.  Nays:  None.  Motion carried.

 

            5.         Moved by Melvin, seconded by Milburn to approve contract with

                        Hatfield Spraying Service for the spraying of gypsy moth at a cost

                        of $24.93 per acre and authorize Chairman, Edward Nellist to sign

                        necessary documentation.  On roll call:  Ayes:  Stephan, Milburn,

                        Melvin.  Nays:  None.  Motion carried.

 

            6.         Moved by Milburn, seconded by Stephan to approve the attached

                        Roscommon County Mutual Police Assistance Agreement between

                        the County of Roscommon, including the Roscommon County

                        Sheriff Department, Denton Township Police Department, Gerrish

                        Township Police Department and Richfield Township Police Department.

                        Upon approval the County Clerk shall furnish a certified copy of this

                        motion approving participation in this Agreement to each of the other

                        parties.  On roll call:  Ayes:  Melvin, Stephan, Milburn.  Nays:  None.

                        Motion carried.

 

            7.         Moved by Melvin, seconded by Stephan to re-appoint Gerald McCormick,

                        Joan Murphy, Virginia Otto, Nancy Walsh, and Sally Terwilliger to the

                        Roscommon County Housing Advisory Board for a two (2) year term

                        ending December 31, 2010.  On roll call:  Ayes:  Melvin, Stephan,

                        Milburn.  Nays:  None.  Motion carried.

 

            8.         Moved by Milburn, seconded by Melvin to appoint Edward Nellist,

                        Chairperson as Environmental Review Officer and sign required

                        documents for the Environmental Review for the soon to be released

                        2009 CDBG County Allocation Grant.  On roll call:  Ayes:  Melvin,

                        Stephan, Milburn.  Nays:  None.  Motion carried.

 

            9.         Moved by Melvin, seconded by Milburn to approve letter to be sent

                        to Representative Joel Sheltrown and Senator Michele McManus in

                        regards to budget cuts that would negatively impact MSU Extension

                        employees and the citizens that they service.  On roll call:  Ayes:

                        Stephan, Milburn, Melvin.  Nays:  None.  Motion carried.

 

            10.       Moved by Milburn, seconded by Stephan to adopt attached Proclamation

                        dated March 1, 2009 for the American Red Cross as they celebrate

                        National March is Red Cross Month and authorize Chairman, Edward

                        Nellist to sign. 

 

American Red Cross

 

                        Each year during the month of March we formally recognize the American

                        Red Cross and its essential humanitarian role in Roscommon County.  We

                        honor the role of the Red Cross’s contribution to making Roscommon

                        County a better place.  Every day, Red Cross volunteers and employees

                        carry out the mission by providing essential services to people in their

                        communities with the help of generous donors in Roscommon County.

 

                        For more than 90 years, Roscommon County Residents have relied on the

                        expertise of the American Red Cross in disaster relief.  Each year,

                        Roscommon County volunteers respond to an estimated 12 disasters

                        including house or apartment fires, hurricanes, and other natural and

                        human caused disasters. 

 

                        The American Red Cross in Roscommon County makes every effort to

                        save lives long before tragedy strikes by helping individuals and entire

                        communities learn to prepare for disasters.  It prepares people to

                        save lives through first aid and CPR training, water safety, and use of

                        automated external defibrillators (AEDs) to save victims of sudden cardiac

                        arrest.  Over the past year, nearly 430 people have enrolled in American

                        Red Cross of Health and Safety Courses in Roscommon County.

 

                        Under its charter, the American Red Cross is entrusted with providing

                        volunteer aid in time of war to the sick and wounded of the armed forces.

                        Staff members deploy with our Armed Forces to provide emergency

                        communications and a caring presence to service men and women

                        separated from their families.  The American Red Cross in Roscommon

                        has sent 13 emergency messages to active duty personnel and their

                        families, the American Red Cross also reaches out to the members of the

                        National Guard and Reserves and their families who reside in nearly every

                        community in Roscommon County.

 

                        Without the help of the American Red Cross volunteers, the American

                        Red Cross would not be able to fulfill the humanitarian mission that is

                        the cornerstone of the organization.  We are grateful for the tireless

                        work of the volunteers and employees of the American Red Cross in

                        Roscommon County and during this month, we pay tribute to this

                        remarkable organization and all those who have answered the call to

                        serve a cause greater than self and offered support and healing in times

                        of need.

 

                        NOW, THEREFORE, the Roscommon County Board of Commissioners,

                        by virtue of the authority vested in me by the Constitution and laws of

                        Michigan do hereby proclaim March 2009 as American Red Cross Month.

                        Especially during this extraordinary time for our county, I encourage all

                        Americans to support this organization’s noble humanitarian mission.

 

                        IN WITNESS WHEREOF, I have hereunto set my hand this 1st day of

                        March, in the year of our Lord two thousand nine, and of the County of

                        Roscommon.

 

                        On roll call:  Ayes:  Melvin, Milburn, Stephan.  Nays:  None.  Motion

                        carried.

 

11.       Moved by Milburn, seconded by Stephan to approve Larry Mead and

                        George Pappas to receive the same Supplemental insurance as current

                        Road Commission Retirees receive.  On roll call:  Ayes:  Melvin,

                        Stephan.  Nays:  Milburn.  Motion failed.

 

            12.       Moved by Milburn, seconded by Stephan that based on Roscommon

                        County Prosecuting Attorney’s opinion Mr. Pappas and Mr. Mead

                        are vested and entitled to the same level of supplemental insurance

                        as retired Roscommon County Road Commission Administrative

                        Retirees receive.  This motion is for the retired board member only.

                        On roll call:  Ayes:  Milburn, Stephan.  Nays:  Melvin.  Motion

                        failed.

 

Committee Reports

Stephan – Recycling;  Brownfield Development;  Hazardous waste collection at Health Dept. and DHS on May 30, 2009.  Commission on Aging senior services being cut.

Melvin – Roscommon County Road Commission;  Emergency Services;  Michigan

Works;  He reported that there is 25% unemployment in our area.   Higgins Lake Dam

level 4.95.  Thanked Phil for photos of dam.

Milburn – EMS

 

            13.       Moved by Stephan, seconded by Melvin to adjourn meeting.  Ayes:
