The Roscommon County Board of Commissioner’s met on Wednesday, August 26, 2009 for a regular meeting.  Chairman Nellist called the meeting to order at 10:00 A.M.

 

The Pledge of Allegiance was recited.

 

Roll Call:  Nellist, Melvin, Schneider, Milburn, Stephan.

            1.         Moved by Milburn, seconded b y Stephan to approve the agenda as

                        presented and add Tim O’Rourke’s presentation on drainage district.

                        On roll call:  Ayes;  Schneider, Melvin, Milburn, Stephan, Nellist.

                        Nays:  None.  Motion carried.

 

Tim O’Rourke, Manager of Road Commission presented the drainage district plan.

We will need funds to create drainage fund.  The first step is to hire an engineer and

give us an estimate to fix the problem..

 

Public Comment – Paxton commented on dam inspection proposals.

 

Controller’s Report – Road Commission Meeting mileage NECG  Block grant pursue as

one unit.;  Paper and lighting;  2010 budget waiting on Health Insurance;  Increase MERS: 27th Pay for hourly employees.

            2.         Moved by Stephan, seconded by Schneider to approve Michigan

                        Department of Human Services Contract with Roscommon County Friend

                        of the Court (CM-F162) in the amount of $192,060.00 and authorize

                        Edward Nellist, Chairman to sign necessary documentation.  On roll call:

                        Ayes:  Melvin, Milburn, Schneider, Stephan, Nellsit.  Nays:  None. 

                        Motion carried.

 

            3.         Moved by Milburn, seconded by Stephan to pursue the Energy Efficiency

                        Grant that would benefit energy savings in county-wide, non-profit and

                        township buildings, if awarded.  On roll call:  Ayes:  Schneider, Melvin,

                        Nellist, Milburn, Stephan.  Nays:  None.  Motion carried.

 

            4.         Moved by Melvin, seconded by Nellist to accept proposal from Larry

                        Paxton in the amount of $600.00 for the required inspection of all three

                        (3) County dams, Higgins Lake Dam, Houghton Lake Dam, and Lake

                        St. Helen Dam.  On roll call:  Ayes:  Milburn, Melvin, Nellist.  Nays:

                        Stephan, Schneider.  Motion carried.

 

            5.         Moved by Melvin, seconded by Milburn to approve grant agreement

                        between Michigan Department of Community Health and the County

                        of Roscommon Prosecutor’s Office for Crime Victim Rights in the

                        amount of $34,100.00 and authorize Edward Nellist, Chairman to sign

                        necessary documentation.  On roll call:  Ayes:  Schneider, Stephan,

                        Milburn, Melvin, Nellist.  Nays:  None.  Motion carried.

 

Review of Monthly Reports – E-911;  Animal Control;

 

Committee Reports

Stephan-Dept. of Human Services;  Commission on Aging, reduction of monies for Meals on Wheels;  Head Start-Losing money;  Houghton Lake Improvement Board-

Milfoil Treatment.

Melvin-Michigan Works; grant writers; 

Milburn-Commission on Aging-commission of whole-to talk-met regarding centers;

Public Comment-Craig Cotterman, Denton Township Supervisor commented to Commissioner’s it is critical to go after stimulus money.

 

            6.         Moved by Milburn, seconded by Schneider to adjourn meeting.

                        On roll call:  Ayes:  Nellist, Melvin, Schneider, Milburn, Stephan.

                        Nays:  None.  Motion carried.
