The Roscommon County Board of Commissioner’s met on Wednesday, July 14, 2010 for a regular meeting.  Chairman Nellist called the meeting to order at 10:30 A.M. 

 

The Pledge of Allegiance was recited.

 

Roll Call:  Nellist, Schneider, Stephan, Melvin, Milburn.

            1.         Moved by Schneider, seconded by Milburn to approve the agenda as

                        presented and add motion #5.  On roll call:  Ayes:  Milburn, Schneider,

                        Melvin, Nellist, Stephan.  Nays:  None.  Motion carried.

 

            2.         Moved by Stephan, seconded by Milburn to approve Board of

                        Commissioner’s meeting minutes of June 9 and June 23, 2010.  On roll

                        call:  Ayes:  Schneider, Melvin, Nellist, Milburn, Stephan.  Nays:  None.

                        Motion carried.

 

            3.         Moved by Stephan, seconded by Milburn to approve Class A Bills.  On

                        roll call:  Ayes:  Melvin, Nellist, Schneider, Stephan, Milburn.  Nays:

                        None.  Motion carried.

 

            4.         Moved by Melvin, seconded by Schneider to approve Claims and

                        Accounts.  Ayes:  Nellist, Melvin, Schneider, Milburn, Stephan.  Nays:

                        None.  Motion carried.

 

Controller’s Report

 

Review of Monthly Reports:  Gypsy Moth;  Sheriff’s Dept.;  E-911:

 

Old Business/New Business

Commissioner’s working on the language for Consolidation of Townships.

 

            5.         Moved by Milburn, seconded by Schneider to authorize Chairman,

                        Edward Nellist to sign MSHDA Grant #MSC 2009-0335-HO, the

                        M-76 St. Helen Area Community Improvement Grant.  On roll call:

                        Ayes:  Stephan, Milburn, Schneider, Melvin, Nellist.  Nays:  None.

                        Motion carried.

 

            6.         Moved by Stephan, seconded by Melvin to appoint Chairman, Edward

                        Nellist and Patricia Marshall Housing Director as authorized signer for

                        MSHDA Grant #MSC-2009-0335-HO.  On roll call:  Ayes:  Schneider,

                        Milburn, Stephan, Nellist, Melvin.  Nays:  None.  Motion carried.

 

            7.         Moved by Milburn, seconded by Schneider to appoint Chairman Edward

                        Nellist as Environmental Review Officer and sign required documentation

                        for the Environmental Review for MSHDA Grant #MSC-2009-0335-HO.

                        On roll call:  Ayes:  Milburn, Stephan, Melvin, Nellist, Schneider.  Nays:

                        None.  Motion carried.

 

            8.         Moved by Stephan, seconded by Melvin to appoint Carol Newman to the

                        Housing Advisory Board to complete the term of Nancy Walsh that will

                        expire on December 31, 2010.  On roll call:  Ayes:  Melvin, Nellist,

                        Schneider, Milburn, Stephan.  Nays:  None.  Motion carried.

 

            9.         Moved by Stephan, seconded by Melvin to advertise for 2 weeks

                        beginning July 22, 2010 for Emergency Management Director Position

                        with a starting salary of approximately $16,000.00 to $20,000.00 for 20

                        hours per week based on qualifications and certifications.  On roll call: 

                        Ayes:  Schneider, Nellist, Melvin, Stephan.  Nays:  Milburn.  Motion

                        carried.

 

Committee Reports

 

Public Comment – Lowell Souder introduced himself as candidate for District 5 County Commissioner.  Jeff Campeau introduced himself as candidate for District 1 County

Commissioner.  Norm Fullmer introduced himself as candidate for District 1 County

Commissioner.  Phil Bendily introduced himself as candidate for State Representative

103rd District.

 

            10.       Moved by Milburn, seconded by Schneider to adjourn meeting.  On roll

                        call:  Ayes:  Milburn, Schneider, Melvin, Nellist, Stephan.  Nays:  None.

                        Motion carried.
